HK Customs Determined to Eliminating Piracy ActivitiesHong Kong Customs is fully determined and committed to eliminating all kinds of piracy activities, as the primary enforcement agency for the protection of intellectual property rights.The remark was made when Vincent Poon Yeung-kwong, assistant commissioner of customs and excise of Hong Kong, addressed the opening of a five-day computer forensic seminar, jointly organized by the Hong Kong Customs and the US Customs Service. Poon maintained that vigorous enforcement actions by the Hong Kong customs had already brought the piracy activities under control. "I am pleased to note that, since its establishment in December last year, our Anti-internet Piracy Team has effected five internet piracy cases and arrested 12 suspects," he said. This year, Hong Kong customs has spent 2.6 million HK dollars (US$0.33 million) for the procurement of necessary hardware and software for cyber investigation and the setting up of the Computer Forensic Laboratory to provide support to the Anti- internet Piracy Team for the examination of computer and electronic evidence. "The inter-departmental Computer Crime Investigation Cadre has been formed among the Hong Kong Customs, the Immigration Department, the Police and the ICAC to exchange enforcement experience on cyber investigation and to standardize the approach in computer forensic examination," he added. Turning to the seminar, Poon paid tribute to the US Customs Service for its support in making the seminar possible and in particular, for providing three experts from the US Cyber Smuggling Center as advisers. He said there was no boundary in the cyber world, adding that there was the need of international cooperation between the law enforcement agencies in pinning down the cross-territorial crimes. "While internet piracy is a new challenge before us, I strongly believe that with the concerted efforts of the enforcement agencies and the industry, the problem can be properly addressed, " Poon said.
