China Calls for National Harmony in KosovoChina November 16 called for national harmony in the Yugoslav province of Kosovo, saying that it is the only way to find a just and reasonable solution to the Kosovo problem.The appeal came as Wang Yingfan, the Chinese permanent representative to the United Nations, took the floor at an open U. N. Security Council meeting on Kosovo. "Only with the ultimate resumption of the national harmony in Kosovo, there will be prospects that the fundamental problems in Kosovo can be solved in a just and reasonable manner," he said. On the municipal elections in Kosovo in October, Wang said, " While many people are praising the municipal elections in Kosovo, we have taken note of the fact that the government of the Federal Republic of Yugoslavia considers the election results void." "The Serbs, Turks and other minority ethnic groups did not have effective participation in the elections, and residents of the minority ethnic groups still lack the guarantee for their security, " he said. "We are concerned over the situation." "We expect the United Nations Interim Administration Mission in Kosovo (UNMIK) to implement as soon as possible the measures to ensure the representation of the Serbs and other ethnic groups," he said. "We have also taken note of the fact that the elections are regarded locally as the symbol of Kosovo's movement towards independence," he said. "If the tendency of Kosovo independence grows, that would be in contravention of Security Council resolution 1244," adopted in June last year. "The international community and the Security Council should pay attention to the consequence of the tendency of independence in Kosovo on the situation in the Balkans," he said. "The Security Council resolution has already provisions on the future status of Kosovo," he said. "We hope that UNMIK will actively encourage and guide the Albanians in Kosovo to enter dialogue with the government of the Federal Republic of Yugoslavia. " "We believe that the positive and constructive influence of the international community should be able to produce positive results, " he said. The Security Council adopted the resolution in June last year, saying Kosovo is a province in the Federal Republic of Yugoslavia and calling for full respect for the sovereignty and territorial integrity of the Balkan country.
