Jiang Urges APEC Members to Further Strengthen Cooperation in Human ResurcesPresident Jiang Zemin Thursday urged members of the Asia-Pacific Economic Cooperation (APEC) to further strengthen cooperation in the development of human resources.In an address to the eighth informal meeting of APEC leaders in Bandar Seri Begawan, Jiang said that human beings are the most invaluable of all on earth and that human resources are the first and foremost resources. "People are the key to scientific-technological advance and socio-economic development. New opportunities, new challenges, latest science and technology and other fresh developments have made new demand for human resources development," he said. The Asia-Pacific region is endowed with abundant human resources which should be properly developed and exploited, Jiang noted. To translate potential in human resources into a realistic advantage for development, effective measures have to be taken to create an environment that will encourage people of talent to come forward in large numbers and that will give full play to their talent, he noted. "In particular, importance should be attached to developing human resources and accelerating human capacity building, which is of vital importance to sustained development of APEC members," he said, adding that APEC can have a great role to play in this regard. "I am supportive of Brunei's proposal for formulating a mid-and long-term strategy of human capacity building in APEC. China and Brunei will jointly hold in China the APEC High Level Meeting on Human Capacity Building next year with the participation of government representatives, business people and academic personages from APEC members," Jiang said.
