Beijing Hi-tech Companies Free to Recruit University Graduates

The high-tech companies in Beijing will no longer be affected by China's decades-old population registration system, and employ new graduates they like, says a recent municipal decree.

The population registration system calls for any business in Beijing to report to the city's personnel management department and obtain advance approval before recruiting a graduate whose parents are living in the countryside or other towns.

According to Ren Zhanzhong, director of Beijing's College Graduate Employment Center, companies which are certificated as a high-tech business by the Beijing Science and Technology Commission or the Administrative Commission of the Zhongguanchun High-tech Park, can recruit as many university graduates they like this year.

The official said that the move aims to boost the development of Beijing's high-tech industry.

In the past, only a limited number of university graduates with registered residence other than Beijing, were allowed to stay in the city.

Beijing has a population of more than 11 million. Every year up to 60,000 will be graduated from its universities, with majority of whom come from other provinces or municipalities.

To make the city not so crowded, Beijing has been capping the number of out-of-town students staying in the city after graduation.

Though the high-tech companies can now enjoy a cap-free personnel policy, limits on other fields or industries are still there, the official said.
