Macao SAR Govt to Aim for Higher EfficiencyEdmund Ho Hau Wah, chief executive of the Macao Special Administrative Region (SAR), said on November 9 that the SAR government will further improve its administrative operation to make civil servants offer better services to residents.Along with Macao's return to the motherland, the basic principle of "Macao people governing Macao" has been carried out well. It is no doubt that the administration embodies the overall interests of residents, the chief executive said in his policy address for 2001 at the Macao Legislative Council. Next year, the SAR government will push forward the training of civil servants while drawing on the successful governing experience in other countries and territories. In particular, priority will be put to training medium and high-ranking officials. Given the shortcomings of the current assessment system, the SAR government will adopt standard norms. "Objective and scientific assessment of merits and relevant awarding and punishing mechanism will be conducive to muster the morale of civil servants," the chief executive said. In the reform, the government will conduct new and thorough research about the structure, function and staff of administrative departments in an effort to pave the way for overall administrative restructuring. The combat against corruption and appeal for honesty are also of great importance to raise the quality of civil servants, he said. In the meantime, the Commission of Audit will exert more efforts to wield its auditing power so that public resources can be utilized efficiently. |
