China to Regulate BBS

The Ministry of Information Industry issued Monday a regulation on administration of internet broadcasting bulletin system (BBS), saying that all BBS users should be responsible for their released information.

The regulation stipulated that the violators will be punished according to the regulation.

It said that BBS businessmen should submit applications for running BBS business to the Ministry of Information Industry or the provincial level telecommunications administration departments.

The regulation said that no one can release BBS information that is against the national constitutions, endangers state security, reveals state secrets, sabotages unity among ethnic groups and that spreads heretical ideas, pornography, violence or other information banned by existing laws or regulations concerned.

If BBS owners discover banned information in their news releases, they are required to delete them immediately.

The regulation listed the terms websites should observe and the penalties that occur when terms are violated.
