100bn Yuan Loss from Officials' Indulgences Reported in ChinaRemarkable success has been achieved by us in economic responsibility auditing, in which an irregular amount of 100bn yuan losses have been unveiled and over 3,800 officials indulging in malpractices have been demoted or removed from office in recent three years, said Li Jinhua, chief of the State Auditing Administration. From economic responsibility auditing there has been brought an improvement in China's personnel supervision and management, providing reference for making promotion and use of personnel, according to which more than 3,300 cadres have been promoted and over 25,500 transferred to new posts, Li added. Many deeply hidden problems and serious cases of embezzlement, bribery and misappropriations have already been uncovered from minute investigations and intensive auditing work in addition to wide popular support from the society as a whole since 1998. Meanwhile, for an incurred loss of 590m yuan to the state more than 200 dismissals were made, 470 disciplined, and over 1010 handed over to judicial departments for punishment. To be in sum, China's normal economic order has been protected, said Li. Statistics show that a total of 96.17bn yuan of irregular losses have been discovered and 6.18bn yuan saved in recent three years. Auditing is a rather difficult work. It needs close cooperation among government institutions at various levels, enough funds and staff, as well as perfect regulations. Before end of next year, auditing will be done on the work of Party leading cadres at county level and down below and the work of leaders in state-owned and holding enterprises. For those above county level, auditing will also be tried out in designated government departments at a municipal, provincial level and some departments of the State Council.
