Innovation of Investment and Financing System Called for
The formation of capital and process of development in the west development are not simply capital investment. In stead, it is a process of innovation on investment and fund raising, noted governor of the State Development Bank Chen Yuan in the recently held West Forum of China.
According to Chen, the outlines of investment and fund raising system are focusing on the interactive cooperation of finance and monetary measures based on active financial support and effective market credit structure, enhancing the utilization of foreign capital through the capital market and modern financial instrument, and as a result boost the sustainable development in the west.
Chen also said that the system of investment and fund raising in the west could be divided into four levels: Central finance coordinate and cooperate to construct key fundamental projects; local finance coordinate and cooperate to expedite urbanized construction; banks offer long-term loans to projects on profitable petroleum and natural gas according to the principles of normal market risks; banks raise capital in the capital market through issuance of stocks, bonds, and project financing.
