China Defines Qualifications of Basic Telecom Operators

China has clearly defined the qualifications of basic telecom operators that they can conduct business only after having been subjected to examination and approval and licenses issued by the Ministry of Information Industry.

Those are remarks by an official from the ministry said. Basic telecom operations reportedly refer to those providing public network infrastructure and data, voice transmission.

Basic telecom conductors must be companies with expertise formed according to law and run with an exclusive Chinese holding share of no less than 51%. They must submit feasibility study reports and reliable technological programming for network construction, have funds and a qualified staff for business operation, place and other resources for business undertaking, credit or capability for extending long-term service and other necessary qualifications needed by the state.

Departments with the Ministry of Information Industry should examine and approve (or disprove) an application within 180 days, taking various factors into consideration as national security, telecom network security, sustained utilization of telecom resources, environmental protection and competition of telecom market. When a basic telecom operation is to be approved, it must follow relevant regulations and be licensed through public bidding.
