ASEM Framework to Strengthen Inter-continental CooperationThe Asia-Europe Cooperation Framework 2000 adopted at the third Asia-Europe Meeting (ASEM) in Seoul Saturday sets out the vision, principles, objectives, priorities and mechanism for the ASEM process for the coming decade.Recognizing that ASEM initiated with the aim of strengthening links between Asia and Europe, ASEM members agree in the framework to strive for the common goal of maintaining and enhancing peace and stability as well as promoting conditions conducive to sustainable economic and social development. The two-day meeting, which closed Saturday afternoon, envisages Asia and Europe as an area of peace and shared development with common interests and aspiration such as upholding the principles and purposes of the U.N. Charter, respect for democracy, human rights, equality, justice, the rule of law, concern for the environment and other global issues, eradication of poverty, protection of cultural heritage and the promotion of intellectual endeavors, economic and social development, knowledge and educational resources, science and technology, commerce, investment and enterprises. To this end, the two continents, building a comprehensive and future-oriented partnership, will work together to address challenges and translate them into common opportunities. The challenges should particularly be addressed through dialogues and joint efforts in political, economic, social, cultural and educational issues. The leaders from 10 Asian and 15 European nations and the European Commission also stress the need to work together in addressing the challenges posed by globalization, information technology and e-commerce and the New Economy. The Asia-Europe Cooperation Framework 2000 also prepares five standards for the admission of new ASEM members. The framework will be kept under review by senior officials and foreign ministers of ASEM members on a routine basis, and any necessary adjustments may be recommended by foreign ministers for consideration at a future summit.
