China Urges Improvement of Decision-Making in UN Peacekeeping
It takes more than the political will of UN member states and sufficient resources to strengthen the peacekeeping capacity of the United Nations and the Security Council should also be more rational as well as purposeful and case specific in making decisions in this field, China said Tuesday in the United Nations.
Addressing a meeting of the UN General Assembly reviewing the annual report by the Security Council on its work, Chinese Permanent Representative to the UN, Wang Yingfan, said better communication and consultation with the troop contributing countries is crucial.
Whether it is authorizing the deployment of a new peacekeeping mission or it is amending the mandate of a current operation, views of the contributors must be respected, Wang said.
The Security Council must try to do a better job in pooling together wisdom and information in the decision-making as well as reviewing process, Wang continued.
"On one hand, the Secretariat should strengthen its capacity of collecting, sorting and analyzing information so that it can supply the Security Council, in a timely manner, with accurate and comprehensive and reliable information concerning the situation on the ground and specific needs for deployment. The Security Council, on the other hand, should also work hard to create more channels and listen to information from a wider range of sources," Wang said.
Wang noted that the Security Council should substantially improve its cooperation with regional organizations and countries concerned to address hot-spot issues with a view to safeguard regional stability.
When seeking solutions to those issues, the Security Council must have in mind the big picture of the whole region, attach importance to the views of regional organizations and countries concerned and strengthen cooperation with them in carrying out peacekeeping operations, he added.
