Officials Urged to Study Essence of CPC Central Committee Plenum

Leading Party and government officials at different levels should seriously study the essence of the recently-convened Fifth Plenary Session of the 15th Communist Party of China (CPC) Central Committee, Vice-Premier Wen Jiabao said Tuesday.

The proposal on the country's 10th five-year plan for socioeconomic development (2001-2005) put forward at the session is a guideline document for China's development in the coming 5-10 years, said Wen, who is also a member of both the Political Bureau and Secretariat of the CPC Central Committee.

At a meeting to report on the China's current situation, Wen said it is a must to seize the opportunities to speed up development.

"Development is the key to all problems in China," he stressed.

The economy must be restructured with focus placed on improving economic results in five to ten years so as to be adapted to fierce international competition, Wen noted.

He went on to say that the reform and opening drive and the advancement in science and technology are the two major driving forces for China's economic development and restructuring. The living standards of the people must be improved ceaselessly, he said.

The vice-premier stressed the importance of a coordinated economic and social development, along with efforts to strengthen the legal system.

The meeting is jointly sponsored by several central departments and the Beijing municipal CPC committee.
