Beijing Emphasizes on High-tech Industry in New MilleniumBeijing will spare no efforts to develop its high-tech industry in an effort to better position itself in the new millenium, according to Lin Wenyi, vice mayor of the capital city."With the globalization of the world economy, science and technology has become one of the most decisive factors for the development of the economy worldwide,'' she said. The heat wave of the New Economy featuring the information industry has made knowledge become the most valuable capital and products in the coming years, she added. Beijing initiated its development of high-tech industries in 1988 with the establishment of the Beijng New Technologies Development Experimental Zone. In the past decade, the development of the city's high-tech industries has made substantial achievement with the growth reaching 30 per cent on an annual basis. "Our new high-tech industries has now moved into a high-growth momentum,'' Lin said. Figures from the local government indicated that Beijing technology market has developed into the largest high-tech trade market of the country. In 1999, trade volume on technology transfer in Beijing has ranked the top of the nation with the contractual value reaching 9.219 billion yuan (US$). So far, the capital city has formed a high-tech industry developing system with the Zhongguangcun as its locomotives. Zhang Guocheng, deputy director of Beijing Zhongguancun Science and Technology Park, said he was pleased with the development of the his park's achievement. Figures from the administration indicated that the trade volume in the park in the areas of techonolgy, industry and trade has reaped 86.41 billion yuan (US$). By the end of last year, some 660 high tech enterprises in the park have the total trade volume of over 10 million yuan (US$). Those enterprises with the total revenue of 50 million yuan () and 5 billion yua () stood at 193 and 3, respectively. Famous names include Legend, Founder, Stone and Tongfang. "We will continue to establish and improve the developing system for high-tech industries, adjust the industries structure so as to transfer the high-tech industry and intellectual-intensified services industry into our new pillar industries in the new century,'' Lin said. According to Lin, the city is currently carrying out a new project to stimulate the industry named "248 project''. In the blueprint, the city is trying to establish two major system including high-tech start-up incubating systems and economic innovation services system and four high-tech bases in the fields of software, microelectronic, biomedical and new materials. The city also lists eight high-tech demonstration projects such as digital Beijing, high definition television, industrialization of integrated circuit, restructure of energy structure, modern biological technology and organic food. "In the following years we will dedicate to forging a sound developing environment for those high-tech industries, particularly in regard to policies and infrastructure,'' she said. According to Lin, Beijing now has some 40 plicies and regualtions in this regard. "We will seek more co-operations with the participants of the ongoing Second China Hi-tech Fair and exchange our ideas with our counterparts,'' Lin said. More than 20 Beijing-based enterprises have formed a business delegation to the event this time. |
