A Must for Developing Western China: Jiang

Chinese President Jiang Zemin has urged to enforce the rule of law in developing the country's western region, so as to accelerate its economic growth and social development, guard national unity, and ensure social stability.

He also proposed to learn useful experience from other countries in boosting regional development with legal means.

Jiang, who is also general secretary of the Communist Party of China (CPC), made the remarks at Friday's lecture on law. In recent years, such lectures have been held frequently for top officials to learn about laws.

Jiang presided over the lecture, which was attended by other Party and state leaders including Li Peng, Zhu Rongji, Li Ruihuan, Hu Jintao, Wei Jianxing and Li Lanqing.

Xia Yong, a researcher from the Institute of Law Science at the Chinese Academy of Social Science, lectured on a number of major issues concerning the rule of law in developing the western areas.

The president made a speech at the end of the lecture. He noted that the development of central and western areas is a major strategic work for implementing Deng Xiaoping's thinking on China's development to realize the country's century-crossing goals.

The whole Party and all the Chinese people should have a complete understanding of the strategy's profound significance and push forward the development of the western region by following the requirements of the central leadership, uniting as one, working hard, and making substantial progress, Jiang said.

He urged to continue deepening the reforms and search for new ways of thinking, new mechanisms and new methods for bolstering the development of the west. Market and objective laws must be followed, he stressed.

China should sum up its experience from the 20-plus-year-old reform and opening-up drive and make laws based on the experience to guide and regularize the development of the western areas, he noted.
