Experts Call for Enactment of Relevant Laws and Regulations

With computer lottery tickets becoming more popular and the ranks of lottery tickets buyers expanding, quite a few juveniles have also joined the ranks. However, since China has thus far no laws or regulations prohibiting selling lottery tickets to minors, juveniles can freely buy lottery tickets at most selling stalls.

Should we sell lottery tickets to juveniles? A responsible person with the Chinese Lottery Tickets Selling Center maintained that lottery tickets, as a kind of special commodity, shouldn't be sold to juveniles. In some Western countries, it's explicitly stipulated that cigarettes, alcohol and lottery tickets are strictly forbidden to be sold to juveniles otherwise, violators will be subjected to severe punishment. But he also admitted that since it is a trade stipulation, not a legal provision, it is not forcible and so is hard to be put into practice.
