New Progress Achieved in Tibet's SOE Reform

In the first eight months of this year, remarkable results were achieved in the reform of Tibet's State-owned enterprises (SOEs), as evidenced by the significant growth of their economic benefits, and the emergence of good development momentum.

New progress has been made in the reform and difficulty-relief of key SOEs. On the basis of overall profit-making for two consecutive years, the autonomous region's 84 backbone enterprises have overcome the unfavorable factors caused by the repeated State raises of the prices of oil products to the enterprise production and operation. In the first half of this year, these firms turned over 108.64 million yuan of taxes to the State, up 6.6 percent over last year's same period.

SOEs launched technological transformation on a larger scale. This year, Tibet has set up a SOE development fund, instituting a loan discount system for enterprises' technological renovation projects. Reports say that by the end of last August, of the 22 projects listed as major technological renovation projects in the region's plan, 14 had started construction, and five key projects had been completed and accepted after check.

Reform of small enterprises has entered the stage of steady development. For example, Qamdo Prefecture, taking the reform of the property right system as a breaking point, vigorously implemented the joint stock cooperation system and adopted such measures as merger, bankruptcy and sale, as a result, 80 percent of the small enterprises have undergone reform, thereby giving a great impetus to the work of enterprise reform and development.
