Three Bottlenecks Hinder Zhongguancun's Silicon Valley GoalThough Zhongguancun, the so-called China's silicon valley, enjoys numerous privileges and advantages over other high-tech areas in China, still has a long way to go before becoming a real silicon valley, said Duan Yongji, general manager of Zhongguancun High-tech Development Holdings Co Ltd.Duan pointed out that there are three bottlenecks that hinder the realization of the silicon valley goal. Lack of necessary incentives to stimulate talents' potentialities should be its first concern. Among these incentives, the most vital one is the ownership of talents' property rights, which should be protected by law. The second element is the lack of strong financial support system, which integrates high-tech and capital, and reaps reciprocal benefits for both high-tech enterprises and investors. The third aspect is the lack of "soft" environment for enterprises. Starting a new company needs high-risk ventures and intermediary channels which provide information on marketing, finance and law.
