Hong Kong Chief Executive Tung Chee Hwa described the election for the second Legislative Council of Hong Kong Special Administrative Region as "fair, open and clean."

In the early hours Monday, after the close of polling, Tung told the media that "although the number of participants for this election and the rate has been somewhat less than 1998, the whole process has been a very successful and very smooth one."

He thanked Justice K H Woo and his Electoral Affairs Commission, as well as all those who have participated to make this election a very smooth and successful one.

Tung said he is looking forward to working with the new legislature, the 60 members of the new legislature, to work together for the betterment of Hong Kong as a whole.
