Most of China's Science Research Institutions Lack Innovative Edge

Only about 20 percent of China's scientific research institutions are capable of making innovations and the rest are engaged in ordinary technical development, publicity and services, an official with the Ministry of Science and Technology said Saturday.

The official, who is attending the Fourth China Fair for International Investment and Trade opened here on Friday, made the remarks while briefing foreign businessmen on Chinese policies on technological research and development.

He said that China has 5,700 scientific research institutions affiliated with government departments above the county level, employing nearly 1 million scientific workers. Of them, more than 1,000 are attached to state ministries and commissions.

China also has 5,500 research institutes in over 10,000 large and medium-sized enterprises, and more than 1,700 in higher learning institutions. There are also more than 12,000 non-governmental research institutes.

China has carried out reform which encourages research institutions to run like enterprises. Since June last year, 376 research institutes have become enterprises, the official said.

At the same time, he said, China encourages foreign firms to establish scientific and technological research and development centers in China and supports domestic research institutions to cooperate with multinational companies in this field.
