NPC to Check Implementation of Law of Neighborhood Committee

The Standing Committee of the National People's Congress (NPC), China's top legislature, is scheduled to dispatch four teams in early September to check the implementation of the Organic Law of the Urban Neighborhood Committee.

The two-week inspection will cover such cities as Harbin, Shanghai, Lanzhou and Kunming.

China now has 115,000 urban neighborhood committees, with a total staff of 502,000. These committees deal with some 400 million urban Chinese, as well as some 70 million of China's "floating population," most of whom come to cities from rural areas to make a fortune.

The inspection teams held a plenary session at the Great Hall of the People this morning.

Jiang Chunyun, vice-chairman of the NPC Standing Committee, made a speech at the meeting, saying that the inspection is aimed at finding out how well the Law has been implemented and summarizing successful experiences.

Jiang pointed out that the inspection, which complies with China's basic strategy of "governing the country in accordance with law," will serve to promote the building of socialist legislation.

The NPC Standing Committee has decided to carry out inspections on the implementation of laws on township enterprises, land management, urban neighborhood committee, and criminal procedures within this year. Inspection of the previous two laws has been done.
