Private Businesses Should Enjoy Equal Treatment as SOEs: Zeng Peiyan

Private businesses should be treated equally as the state owned enterprises (SOE) in incorporation, land use, listing, import and export etc., said Zeng Peiyan, director of China Development Planning Commission, in his report on China's economic and social development in the first half of this year.

Zeng called for the creation of a fair competition environment to boost the brisk development of non-government enterprises.

He said intermediary institutions should be developed so as to provide non-government enterprises with information services concerning policies, laws and regulations and technology.

He said investment by private businesses in infrastructure and public utilities should be shored up and guided.

Zeng said relevant laws and regulations should be amplified to protect the legitimate interests of non-government enterprises. Loan mortgage method for medium and small-sized enterprises should be enacted to solve the problem of financing for them. The Individual Solely-Funded Enterprise Law should be improved to encourage private venture investment, he said.

Efforts should also be made to supervise the non-government enterprises in management, tax-paying, environmental protection and the protection of employees' legal rights, he added.
