Official on Reform of Personnel System

As China is entering a new stage in its socialist modernization drive, the key for realizing the goals set at the 15th Congress of the Communist Party of China (CPC), is to produce an army of top-notch cadres.

Reforms of the cadres and personnel system must keep up with the times, said a leading official with Organization Department of the CPC Central Committee today when commenting on the recently issued guideline on the reform of the cadres and personnel system.

The reform echoes the call by cadres and ordinary people who are dissatisfied at corruption in personnel management, the official said.

Along with the initial establishment of China's socialist market economy, people's sense of democracy and rule of law is increasing and the people have participated in personnel affairs at a higher level, the official noted, adding that the guideline is a general plan for the reform of personnel.

The guideline has set the basic goals, guiding principles and basic demands and measures for deepening the personnel system reform, according to the official.

The official listed the main tasks of the reform as follows:

-- To let more cadres be publicly selected and taking over positions via competition;

-- To find ways for both promotion and demotion;

-- To make new progress in the exchange of officials between different localities;

-- To strengthen supervision over the selection and appointment of officials.
