China Maps Out 10-Year Personnel System Reform OutlineThe General Office of the Communist Party of China Central Committee today made public an outline to further make reforms in the country's cadres and personnel system from 2001-2010.The outline consists of 26 articles in five chapters, focusing on basic objectives and guiding principles, reform for the Party and government officials; and personnel reform for state-owned enterprises and government institutions. According to the outline, by 2010 China will set up a cadre and personnel system that would be compatible with building socialist economics, politics and culture with Chinese characteristics. The 10-year personnel reform is expected to provide high-quality cadres that the Party can rely on to represent the development requirements of China's advanced social productive forces, the progressive course of China's advanced culture, and the fundamental interests of the overwhelming majority of the Chinese people. Laws and regulations will be enacted to curb malpractices and corruption in personnel promotions, the outline says, stressing that more democracy will be introduced into cadres selection.
