2.08 Million Public Servants Graded Excellent

It is learned from the Ministry of Personnel that there have been a total of 2.08 million public servants graded excellent in the past three years. More than 4,000, proved unqualified in the assessment, were demoted.

The results of the assessment provide an important basis for making decisions on rewards or punishments, training, dismissal, job adjustment, ranks and wages. Presently, the results of the assessment are applied to a wider scope, whose incentive role has been brought into full play..

The Ministry of Personnel formulated the "Temporary Regulation on Assessment of National Public Servants" in 1994 in accordance with the "Interim Provisions on National Public Servants", clearly defining the contents of, and standard for, the assessment of national public servants.

The contents of the assessment include four aspects: morality, ability, diligence and achievements, with emphasis placed on work achievements. Morality refers to political, ideological and moral manifestations. Ability refers to professional knowledge and working capability. Diligence is an expression of one's attitude and devotion to work. Achievement refers to the quantity, quality, and efficiency of work and one's contribution. The job, responsibility and tasks of a State functionary are taken as the main basis for assessment.

The result of assessment consists of three grades: excellent, qualified and unqualified. In the annual assessment of State functionaries, the number of the persons graded "excellent" is generally kept within 10 percent of the total number of the public servants in the department concerned, or 15 percent at most.

Those graded "excellent" and "qualified" in the national public servants annual assessment have the qualifications for job, grade and wage promotion and will be awarded a certain amount of bonus. Those graded "unqualified" are to be demoted according to relevant regulations. Their aft-demotion wage will be fixed in accordance with the grade of their new job. Anyone failed twice in succession will be fired. The assessment result will be enclosed in personal files in accordance with the limits of authority of management over national public servants.
