China to Push Ahead Personnel System Reform of InstitutionsThe Organization Department of the Communist Party of China (CPC) Central Committee and the Ministry of Personnel have jointly issued a document concerning the speeding up of personnel system reform in institutions nationwide.The document said that it is an urgent task to push ahead the personnel system reform at institutions, catering to the requirement of building the socialist market economy. The document said the administrative ranks of officials at the institutions should be phased out gradually and staff members at the institutions will no longer be paid or receive other benefits according to their administrative ranks. It called for building personnel systems that take into consideration the characteristics of the various institutions. A contractual system should be promoted in all institutions where officials will no longer get a permanent post. Institutions should be allowed to remove their staff members from their posts according to contracts and staff members can also quit their posts according to contracts as well. A competition mechanism should be introduced in determining leaders of the institutions, the document said. The document also called for the establishment of a public hiring and examination system for staff members who want to work for an institution and determine where they might work. Staff members at institutions are to be paid according to their achievement and outstanding personnel will receive higher salaries. Those who fail to be re-employed at their institutions are encouraged to seek jobs at newly established business ventures started by the institution, receive more training or go to grassroots units. |
