International Conflicts Should be Settled Through International Organizations: Finnish FM

Finnish Foreign Minister Erkki Tumioja said Monday that no attempt should be made to solve international conflicts unilaterally without the authorization of international organizations such as the United Nations and the Organization for Security and Co-operation in Europe (OSCE).

Tumioja made the remarks at the Sixth World Congress for Central and East European Studies held in Tampere, Finland, to mark the 25th anniversary of the signature of the Helsinki Final Act.

The act, signed in 1975 by 35 countries including the United States and the former Soviet Union, laid the foundation for what later became the Vienna-based OSCE, which now groups 55 states of Europe, Central Asia and North America.

It is an important task for the OSCE to ensure that international crises are solved through multilateral actions in the first place, said Tumioja.

Multilateral action is much better than unilateral action and could possibly be the only sustainable approach that can settle international conflicts, he noted.

Such multilateral action would involve all parties concerned, provide transparency to the settlement, increase the respect for international law and reduce the dangers of using force, he said.

He hoped that the OSCE, the United Nations and the European Union will strengthen cooperation so as to prevent and control crises effectively. He held that the situation in the Balkans has exposed the weakness of the international community in controlling crises.

More than 2,000 scholars from more than 40 countries attended the congress.
