Beijing Calls for Public Facilities for DisabledBeijing recently issued regulations to build facilities in public places for the disabled.According to the new regulation, all public places, dwelling areas, streets, subway stations and main scenic spots and resorts, which are to be built, rebuilt or expanded after September 1, must construct facilities for the disabled, such as slopes instead of steps for those who in wheelchairs. As a city with some 460,000 disabled people, or 4.5 percent of the total population, Beijing built China's first pavement for the blind in 1991. Regulation also stipulates that any working units or individuals who bring damage or occupy the facilities illegally will be fined accordingly. So far, 22 specially-paved avenues for the blind have been built as well as 20 underpasses and pedestrian bridges for the disabled. |
