MOE Bans Illegal Fees in SchoolsAny middle and primary schools which overcharge students for their school fees face heavy punishment, according to a recent circular issued by the Ministry of Education.The circular points out that overcharging is still a major problem faced by middle and primary school students, and is a problem that educational departments in provinces, autonomous regions and municipalities must solve this year. It asks educational departments to rectify situations of illegal fee charging during the nine year compulsory education period and overcharging tuition from students who are attending schools outside their enrollment district. Local educational departments should keep tabs on unlawful tuition charges in rural areas, and help lighten the homework burden of middle and primary school students, says the circular. It added that primary and middle schools in all municipalities and provinces should stop enrolling students from outside their authorized districts within the next three years.
