The exchanges of officials at both the central and local levels have helped improve government work efficiency and raise the quality of Party and government functionaries.
Over the past five years, a total of 175,000 Party and government officials at or above the county level have been transferred from their hometowns to other posts elsewhere.
Of the total 175,000, some 400 are Party and government officials at the ministerial or provincial level. The central authorities have viewed the exchange of officials as part of the efforts to strengthen the building up of the cadre contingent and an effective way in reforming the personnel system.
The exchanges have proven conducive to the building of a clean and honest government at all levels while providing more chances for young cadres to give free reins to their talents, the report says.
