China to Further Deepen Sci-tech Institutional Reforms

China will transform more than 100 technology development institutions into enterprises by the end of this year, making market demand their main target of scientific and technological research.

Reforms by technology development institutions under the ministries of Construction, Railways, Communications and Information Industry will be carried out by merging or transforming themselves into enterprises, said Xu Guanhua, vice minister of the Ministry of Science and Technology at a symposium on sci-tech institutional reforms.

China has completed the transforming work of 242 institutions last year.

It is reported that the highest annual income of researchers after reform has exceeded 200,000 yuan at a level 10 times over those employed in traditional research institutions. Meanwhile, option and stock share will be followed by some enterprises under a new distribution system.

Institutional reform of public welfare will also be carried out. The plans will be mapped by the end of this year and put into effect by 2001, added Xu.
