No Civil Servants Become Redundant in HK: SpokesmanNone of the civil service reform initiatives would result in forced redundancy of serving civil servants or adversely affect their terms of appointment or conditions of service, a Hong Kong government spokesman said Sunday.In response to media inquiries on a rally organized by a number of civil service associations, the spokesman said that the civil service reform had been launched to enhance flexibility and promote efficiency in the delivery of public service. "The Basic Law allows for development of the civil service management system and all civil service reform measures are developed and implemented fully in line with its provisions," he said. The spokesman stressed that the government had taken into account the views and concerns of the staff side and had followed the principle of change amidst stability in formulating the civil service reform proposals. "It will continue to exercise care and sensitivity and fully consult staff in introducing the approved reform measures and the remaining initiatives," he said. Administrative Secretary Anson Chan said separately at a media briefing that in an open and pluralistic society, civil servants, like any other citizens, could choose their methods of expressing their views, provided they complied with the law. "We have many established channels to communicate with our staff and these channels have been around for a long time and they have proved on the whole very effective," she noted. |
