China on World's Economic DevelopmentWithout the economic development in the great number of developing countries, there will be no real development, prosperity or stability for the whole world, China stressed here on Thursday.The statement was made by Wang Yingfan, the Chinese Permanent Representative to the United Nations, at the high-level segment of the substantive session of the United Nations Economic and Social Council on the role of the information technology resolution in the development, to be held from July 5 to 7 at the Headquarters of the United Nations in New York. Ambassador Wang said starting from the 1990s, the development of information and communication technologies(ICTs), represented by the Internet, has experienced leaps and bounds with each passing day. It has not only served as a strong boost to the process of economic globalization, but also led to the realization of the global allocation of resources and the cross-border flow of capital, technology and commodities, thus having greatly enhanced productivity across the world, Wang said. " However, for all the benefits and opportunities brought by ICTs, we also deeply aware of the concomitant negative impacts," he said. "The grim reality is that the quick pace of science and technology has failed to bring about the realization of common prosperity for all nations in the world and the gap between the North and the South has widened as a result of the digital divide, casting a shadow over the good hopes for common development and prosperity of the whole humanity," the Ambassador said. Every country should conform to the tide of history and take strong measures to grasp the opportunities for development brought by informatization and for this purpose, developing countries in particular should work even harder, give priority to education and technological progress, formulate information-based development strategies suitable to national circumstances, increase the input of manpower, material and financial resources and choose a path to national prosperity through science and technology, he said. "The international community should create a favorable external environment for developing countries to upgrade their informatization levels," Wang said. "The United Nations should play a crucial role in actively and effectively guiding and coordinating the promotion of ICTs for development. The United Nations should become an important intergovernmental forum for exchanging experiences and promoting international cooperation in the field of ICTs as well as a major multilateral institution for formulating relevant laws and technical standards," he added. The high-level meeting is expected to issue a ministerial- level declaration which will endorse a global action plan involving the U.N., international agencies, countries and the private sector. |
