Chinese Banks Keep Payroll of Public ServantsThe Chinese government has allowed commercial banks to take care of the payroll of public servants nationwide since July 1 this year, the Ministry of Finance announced in Beijing Tuesday.According to a release from the ministry, government institutions will no longer pay their employees directly. Instead, the treasury will allocate funds to the banks, which will put the money into the accounts of public servants. The release said that the new practice will help control the size of government staff and manage salary funds better. The practice will not only ensure prompt and sufficient payment to public servants, but also improve work efficiency. All persons who are on the payroll of the treasury will go to the banks for payment, including personnel from government departments, organs of the Communist Party of China (CPC), institutes of the People's Congress and Chinese People's Political Consultative Conference, People's Procuratorate, People's Court and relevant non-governmental organizations at all levels. To facilitate this reform of payment to public servants, the Chinese government has reviewed and approved payrolls at various departments concerned before allocating money to the banks. The Ministry of Finance and the Ministry of Personnel issued a notice recently that school teachers nationwide will also have their salaries handled by banks from October 1 this year. |
