Draft Amendment Product Quality Law to Boost Consumers' Rights
The latest draft amendment to the Product Quality Law stipulates that consumers have the right to know the facts about the quality of products. It also specifies legal measures against making and selling fake products.
The draft amendment was submitted to the Standing Committee of the Ninth National People's Congress (NPC), China's top legislature, on Monday for examination and approval.
In a presentation on the draft to the 16th session of the NPC Standing Committee, Qiao Xiaoyang, vice-chairman of the NPC's Law Committee, said that the draft basically meets the needs of legal supervision of product quality, following two sessions of examination and revision.
Qiao said that some legislators propose that the producer indicate clearly in the specifications of the product such items as production time, sell-by date, ingredients, grade and safety specifications, so as to let customers know the facts about the quality of the product.
To curb the rampant production and selling of fake products across the country, the draft stipulates that fines and criminal charges will be resorted to in fighting against such activities.
The draft also stipulates that the quality supervision and inspection authorities are not allowed to participate in the making or selling of any kind of product.
