China to Reform Police's Detention Centers

The Ministry of Public Security plans to reform its detention centers to ensure that police carry out their duties in accordance with relevant laws and regulations.

The remark was made by Zhang Weihang, director of the department in charge of detention and drug rehabilitation centers, at the opening of a national conference on guards for detention centers. The two-day meeting is held in Guiyang, the capital of southwestern Guizhou Province.

Detention centers lack professional employees and money, said Zhang, adding that many detention guards have abused their power and privileges. In 1999, 759 cases involving 1,116 officers were handled by the departments concerned, the director said.

Zhang has announced a number of reform measures. A number of public supervisors will be invited to monitor detention centers.
