China Has Enacted Over 1,100 Laws & Regulations in 20 Years

Song Baorui, deputy director of State Economic Restructuring Office, said in Mianyang on June 27 that the National People's Congress (NPC) and its Standing Committee have enacted more than 300 laws and regulations and the State Council has promulgated and implemented over 800 administrative regulations in the past 20 years, which have greatly expedited the establishment of a socialist market economy, effectively guaranteed the healthy and rapid development of the State economy, and vigorously advanced the comprehensive social progress.

Song Baorui made these remarks in his speech delivered at the international seminar on China's law enforcement which was jointly held by the State Economic Restructuring Office, the Ministry of Finance and the World Bank on June 27.

He said that China's reform and opening carried out over the past 20 years have greatly promoted the country's economic and social development and have helped achieve significant progress in China's legal construction. So far, China has primarily set up a legal system compatible with the socialist market economic structure. In addition to the laws and regulations laid down by the NPC and the State Council, various State Council departments and local governments at different levels have also formulated and promulgated more than 21,000 administrative rules and regulations. We can say that the process of the 20-odd years of reform and opening up is the process of the change from the planned economy to the market economy, as well as the process of the gradual improvement of China's legal system.

Song admitted that there exist problems of one kind or another despite the great achievements gained in the construction of the legal system. The judicial supervision mechanism is still quite weak and citizens' legal awareness remains to be further enhanced.
