Why US Toned down "Rogue States" Theory?Recently, the United States has declared countries like Libya as "countries of concern" instead of "rogue states". This has not caused big ripples in the international community, but the change in US's attitude itself is noteworthy.Theory of "rogue states" is one of major important features of the US diplomacy pursued in recent years and it has always been the pretext for the US to make important diplomatic and military moves. Why the US sent troops to every corner of the world? It was because "rouge states" always "made troubles"; why the US wants to establish NMD and TMD? It was because the Americans alleged that these "rouge states" are developing mass-destructive weapons; why the US government imposed sanctions on some countries, it's also because these countries are "rouge states". The "rogue state" theory has turned out to be a card that the US can wantonly play. The fact is that "rouge states" theory circumfuses civilization arrogance and power politics consciousness, without any taste of equality between states and mutual respect embodied in the UN Charter. We can even say that this argument contains substantially strong taint of racial superiority. Therefore, the "rouge states" theory encountered strong voices of opposition when it was first unveiled by the US, and even its allies carefully kept distance to the theory. Lately, some western countries stroke up a discordant tune with this theory. They established or resumed diplomatic relations with countries like Iran, Cuba, DPRK and Libya, which were labeled by the US as "rouge states", and expanded bilateral economic and trade exchanges, thus making the "rouge states" theory isolated and out-of-date. Under these circumstances, the US toned down its "rouge states" theory to seek strategic mobility in its diplomacy. "Rouge states" theory has been withdrawn quietly, that means, the US quietly corrected a diplomatic error. However, the US can not avoid similar mistakes if it does change its mentality of considering itself the No. 1 authority in the world.
