CPPCC Leaders on Campaign to Develop West
Delegates to the 10th meeting of the Standing Committee of the Chinese People's Political Consultative Conference (CPPCC) National Committee have voiced their support for the central government's strategy to develop western China.
Li Ruihuan, chairman of the CPPCC National Committee and a member of the Standing Committee of the Political Bureau of the Communist Party of China (CPC) Central Committee, attended the meeting, which closed in Beijing on Saturday.
The delegates said that a report presented by Vice-Premier Li Lanqing to the meeting will play a great role in helping the CPPCC to carry out the strategy. The report focused on the basic situation of regional development in China, the importance of the western China development plan, and new ideas and mechanisms for carrying out the strategy.
The strategy of developing western China is of great significance in achieving China's modernization, making all the people of China prosperous, promoting national unity and ensuring national security, said Ye Xuanping, vice-chairman of the National Committee of the CPPCC.
"We should broaden our minds, and adopt a practical and realistic manner in implementing the strategy," Ye said, adding that preferential policies should be drawn up specially for the west.
The economic structure in the west should be adjusted, and the non-govermental economy there should grow at a faster rate, he said.
Priority should be given to solving the problem of water shortages in the west in the construction of basic facilities. Efforts should also be made to improve the environment, control the increase of population, and train and attract talented people to the area, especially high-quality managers, according to the official.
"We should pay attention to local religions, border security and social stability, said Ye, who also called for intensified efforts in terms of law construction and supervision mechanism.
Wang Wenyuan, vice-chairman of the CPPCC National Committee and the Central Committee of the Jiu San Society, noted that the strategy of developing western China should be carried out in a planned and systematic manner.
He said that both eastern and western China should use their own advantages to promote common development, and western China should take more measures to attract investment.
The CPPCC's duty is to hold consultations and discussions, make comments, raise proposals and exercise democratic supervision. It certainly has a role to play in the strategy of developing the west, said Ye.
The participants in the meeting included leaders of the Central Committee of the Chinese Communist Party, the State Council and the National Committee of the CPPCC.
