Security Council not to allow the head of the Yugoslav Mission to the United Nations to speak at the Council meeting on the Balkans.The 15-nation Council took a vote on whether to allow Vladislav Jovanovic, charge d'affaires of the Yugoslav Mission to the United Nations, to take part in the Council discussion on the Balkans.
