China, Russia Voices Deep Regret Over Excluding Belgrade from UNSC Meeting on Balkans

China and Russia Friday voiced deep regret over a decision by the U.N. Security Council not to allow the head of the Yugoslav Mission to the United Nations to speak at the Council meeting on the Balkans.

The 15-nation Council took a vote on whether to allow Vladislav Jovanovic, charge d'affaires of the Yugoslav Mission to the United Nations, to take part in the Council discussion on the Balkans. Four voted in favor, seven against and 4 abstentions.
