Ideological Weapon for Party Building and Clean Government Construction
Comrade Jiang Zemin's important exposition on the "three representatives" (representing the Chinese advanced productive forces, Chinese advanced culture and the fundamental interests of the broadest section of the Chinese people) is a new development of Marxist theory on Party building and a strong ideological weapon for spurring the building of Party style of work , the construction of clean and honest government and the struggle against corruption under the new circumstance.
It is of great, important significance of guidance to further carrying out the principle of exercising strict management of the Party and guaranteeing that our Party truly becomes the faithful representative of the fundamental interests of the broadest section of the Chinese people.
Persisting in carrying out the building of the Party style of work and clean and honest government and the anti-corruption struggle aims to serve the overall situation regarding the work of the whole Party and the entire country. Marxism holds that productive forces are the most dynamic and most revolutionary factors and are the final decisive force for social development. Development is the absolute principle. Development is the only way to bring about strength, weight or influence and status. Over the past 20-odd years of reform and opening to the outside world, China has witnessed marked increase in its overall national strength, constant improvement in its people's living standards and the tremendous enhancement of its international status.
Fundamentally speaking, these benefit from its rapid and sound economic and social development. In this development process, the building of Party style of work and clean and honest government and the anti-corruption struggle has played a due role.
In the process of reform and opening to the outside world, failure to persist in the struggle against corruption would make it difficult to reassure the people, bring about social stability and national tranquility and smoothly proceed with economic construction. Conversely, deviating from the central task of economic construction, it would be impossible to gain real achievement for the anti-corruption struggle.
Practice proves that persistence in carrying out the building of Party style of work and clean and honest government and the struggle against corruption around the central task of economic construction makes it possible to guarantee the coordinated development of both material and cultural and ethical progress, and boost social stability and progress. Only when we continue to adhere to this guiding thought, can we push forward the construction of Party style of work and clean and honest government and the anti-corruption struggle, and really carry out the important "three representative" idea.

The important "three representative" idea has further pointed out the direction for us to strengthen the construction of socialist civilization with advanced culture and ethics. Because various corrupt ideas and cultures are frequently corroding the organism of our Party under the condition of reform and opening to the outside world and acting as the ruling party, therefore, for Party-member cadres in general, it is especially important to strengthen efforts for cultural and ethical progress and constantly improve their ideological, moral, scientific and cultural qualities.
We must persistently pay attention to both material and cultural progress and attach equal importance to both aspects. While ensuring material progress, we must unswervingly promote socialist cultural and ethical progress, let Marxism firmly occupy the ideological and cultural position, vigorously strengthen education in the sound Party style and clean and honest government, and build an ideological and moral defense line against corrupting influence and moral degeneration. Through laying emphasis on education in theoretical study, political awareness and healthy tendency and education in Party work-style and Party discipline, we should help the general Party-member cadres to establish the correct outlook on world, life and value, to firmly resist the utilitarian and commercialization tendencies in inner-Party political activity, clear up thinking, distinguish right from wrong and constantly enhance their abilities to repel corrupting influence and guard against moral degradation.
We should persist in strictly administrating the Party and punishing corrupt practices, so as to conscientiously safeguard the advanced nature and purity of the Party. The question of corruption does exist within our Party. Some cases are even shocking. Although corrupt elements are only a tiny handful in the Party, they, however, have seriously tarnished the image of the Party and government among the masses of the people, adversely affected the relationship of the Party and government with the masses and undermine the general political stability for reform and development.
Upholding the principle of strictly administrating the Party to fundamentally safeguard people's interests is a concrete expression of adherence to the important "three representatives" idea. The ongoing anti-corruption struggle is advancing steadily toward the target set by the 15th National Party Congress and presenting a good situation of in-depth development.
But we must soberly notice that the anti-corruption task remains very arduous and heavy. At present and for a period of time to come, we should continue to grasp the task relating to leading cadres' honest performance of official duties and self-discipline, investigate and deal with cases of violation of discipline and law, carry out in-depth work concerning rectification of incorrect style of work and improvement in specific fields, while at the same time making pivotal efforts to prevent and control corruption from its source.
We should persist in using the reform idea and method to study and solve the reality problems arising in the anti-corruption work. Anything we find to be conducive to safeguarding the fundamental interests of the people, to economic construction and social stability, to the punishment of corruption, to crackdown on crimes and to the forging of close ties between the Party and the masses, we should engage in active exploration, make bold practice, make courageous innovation and dare to make breakthroughs.
Proceeding from persistently improving the minor environment of own region, department and work unit and countering difficulties in curbing corruption and dealing with newly arising problems, we should conduct through investigation and study. We should start with reforming the structure, establishing a mechanism, improving the system and strengthening management, and establish a set of operational mechanisms and management systems that can effectively guarantee the advanced nature of Party-member cadres, thereby ensuring that the Party will always be the loyal representative of the fundamental interests of the broadest section of the Chinese people.
