North Korea made this sudden change after they first suggested on June 17, when the conference was first suggested, that Panmunjom would be a good location. Jang Jae-on, Pyongyang's Red Cross Chief had written in his letter to Chung Won-shik, the (South) Korean Red Cross President, "I changed my suggestion to Kumgangsan Hotel because I think it is a more comfortable location for us to have this discussion."
