China to Further Alleviate Burden on Rural Enterprises

China will fully clean up administrative fees, fines, money collection, funds items and various apportioned expenses to lighten the burden imposed on township and village enterprises.

Despite prohibition, the phenomenon of abuses in charging, fining and apportioning TVEs is still rife and in some regions even quite serious, which have become a crucial issue impeding the reform and development of TVEs. Upon the approval of Inter-ministry Joint Meeting on Lightening Enterprises' Burden hosted by the State Council, seven ministries and committees including Ministry of Agriculture recently issued a notice, requiring the localities to further relieve TVEs' loads.

The notice reads that since the State Council has issued the Decision on Rectifying Abuses of Charging, Fining and Apportioning TVEs, the cancellation of all administrative charges, fines, funds collection, funds items imposed on enterprises is also applicable for TVEs . All such fees, charges are no longer legal unless they are explicitly stipulated by national laws and regulations, which the State Council, the National Development & Planning Committees, Ministry of Treasury and people's governments of provinces, autonomous regions and cities under central administration have defined.
