Green Paper: Higher Education Marching on Common Run in China
Gross enrollments by China's higher education in 1997 were at a higher rate over other developing countries' average and the coming decade will be a critical period of time for China's higher education developing from a "phase of elites" to one of "the common run".
This has been elaborated clearly in the Green Paper stating China's Education in 2000 lately issued, which claims that according to UNESCO's international education standard category, gross enrollments by China's higher education in 1997 posted a 9.1 percent, a little over the average of other developing countries.
The Education Ministry last year proposed an action plan to revitalize China's education geared to the 21st century and with various forms of higher education to be developed a 15% gross enrollment is to be targeted by 2010 from 9%.
Following routine international practice, gross enrollments with a 15% less rate is considered as the "phase of elites", 15%-50% as a "phase of the common run" and over 50% as a "phase of the popular type".
