New Hi-tech Links National Security up: Authoritative View

Xu Guanhua, vice minister of Science and Technology told media that for the largest amount of ultra or highest monopolistic profits no multinationals are willing to transfer their technologies, on the contrary, they try their utmost to monopolize and seek control of markets. Hi-tech advances will be of the greatest importance for national security and defense pattern to be built in a country, he said.

In an interview with China Economic Times, Xu said that technological achievements in the last three decades have far exceeded those achieved by men during the past proceeding two thousand years.

From "knowledge explosion" there has been brought about an exponent increase of technologies: a great shortening of commercialization period of technological achievements and consequently a steep rise of expenses on scientific research to a yearly amount topping 40 million US dollars worldwide. It is predicted that in the future 100 years people going in for scientific research work will form a population to take 20% of the world total.

Xu said that hi-tech and relevant industries have functioned not merely as a locomotive propelling modern economic advance but will also induce a high rise in labor productivity, exercising a deterrent influence militarily and great impacts in politics. High-tech has become an important index and composite indicator to judge whether a country is powerful or not.

Xu pointed out that high-tech development exerts influence on a country's security in three respects:

First, economic security. Competition between countries has changed from military to economic competition after the Cold War. Development of high-tech industries needs enormous investment and broad markets, it propelled developed countries to turn developing countries into new markets of multinationals. However, the strategy of "markets exchange with technologies" can not yield the expected result. As a result, a country's innovation ability is not only a decisive factor for its products to win in international markets, but is directly connected with the economic security of the country.

Second, cultural security. Internet has added a pair of wings for the spread of Western culture. More than 80% of languages used on websites are English. Western news media and academic circles hold an overwhelming position in their standpoints.

Third, defense security. High-tech has become the core technology force of national military security and crucial point. Western countries have paid more and more attention to developing high-tech weapons and used them in fighting wars.

He stressed that with the speedy development of information industry state control on information pervasion has been weakened, internal affairs can be exposed by media in impairing the border function of a country, hence placing its military might under the control of alien force.
