Beijing Intellectual Property Bureau Established

Beijing Intellectual Property Bureau lately announced its establishment. It will not only exercise the function of patent administration, patent law enforcement and promotion of patent industrialization, but also provide administration over patent-related foreign affairs as were done earlier by Beijing Intellectual Property Office.

With the acceleration of China's entry into WTO, protection of intellectual property has become a hot issue, said Wang Jingchuan, vice-director of the State Intellectual Property Office. To comply with the trend, Beijing, a city enjoying hi-tech advantages, has strengthened its intellectual property rights administration. This has not only showed the initiative of developing the capital's economy, but has also explored a new way for local institutional reform in this regard.

Beijing began to streamline its administrative structure and try to increase efficiency last year. In accordance with the current condition of China's WTO membership and demand for economic development, Beijing dissolved the former Patent Administration Office and set up the bureau for intellectual property administration directly under Beijing municipal government.

It is reported that intellectual property tribunals have been established along with higher or intermediate people's courts. Up to now, Beijing courts at all levels have accepted 3094 cases involving intellectual property protection, and 2876 of them have been concluded, accounting for 93 percent. The legal rights of owners of intellectual products were protected as a result.
