Beijing Introduces New Grading System for Prosecutors

A ceremony was held earlier to grant certificates to prosecutors under a new grading system in Beijing, a measure to regulate management of prosecutors in contrast to ordinary administrative personnel as is needed by the demand to exercise rule of law in China.

Prosecutors are to be divided into 12 grades in 4 classes under the new grading system: top prosecutors, 1 grade; grand prosecutors, 2 grades; senior prosecutors, 4 grades; executing prosecutors, 5 grades.

According to requirements stipulated, the applicants must first pass qualification and comprehensive exam in the way their application, level of profession and work performance will have to go through strictest assessment to ensure grading is done entirely above board and that nothing will be kept back from the public.

Granting qualification certificates and grading is not only simply to decide on the professional ranks of prosecutors but also represent official recognition of the level of their profession, work performance and social status and benefits to be granted. Meanwhile, the system will also help eliminate malpractice in management of personnel and ensure independent prosecution and legal supervision in the whole prosecutorial system.
