China Issues Rules on Flood Compensation

The Provisional Methods on Compensation in Floodwater-Storing Areas, which was adopted by the 28th executive meeting of the State Council on May 23, has come into force.

Premier Zhu Rongji signed a State Council degree to this effect on May 27.

The methods, composed of five chapters and 26 articles, are applicable for state-level floodwater-storing areas to compensate financial losses of local residents so as to ensure their basic necessities and restore normal production.

The compensations must be paid in accordance with the financial capability of the state, it says.

According to official figures, there are now 97 state-level floodwater-storing zones across the country, including 40 in the Yangtze River area, five in the Yellow River area, 26 in the Haihe River area, and 26 in the Huaihe River area.
