Legal Reform to Proceed Gradually: Top Judge

Xiao Yang, president of the Supreme People's Court, stressed Thursday that China's legal reform should be conducted on a gradual basis.

Legal reform should not follow the beaten path or be rushed beyond the country's reality, the top judge said.

Xiao said the direct goal of legal reform is to establish a system where the judicial and supervisory authorities are able to exercise their rights in a just and independent way.

Xiao made the remarks here today in an address to a training class of leading officials of the Intermediate People's Courts at the National Judges' Institute.

It has been learned that the Supreme People's Court has already made public a five-year agenda for court reform which sets the direction, goals, and methods for the reform.
