China's Top Union Leader Calls for Factory Democracy

Wei Jianxing, president of the All-China Federation of Trade Unions, has urged the serious study of Jiang Zemin's important instructions on the Party's role, and the promotion of democracy in factories.

Wei, a member of the Standing Committee of the Communist Party of China (CPC) Central Committee Political Bureau, made the call during his tour of Hebei Province on May 21-24.

Wei was in the province to inspect the "opening-up of factory affairs," that is, the participation of factory workers in democratic decision-making, management, and enterprise supervision.

According to Jiang's instruction made during his south China tour earlier this year, the working class is the political base of the Party, and the Party must always maintain its nature as the pioneer of the working class and adhere to the principal guideline of depending on the working class wholeheartedly.

"Opening-up of factory affairs" should be practiced with a focus on the general situation of enterprise reform, development, and stability, Wei said, noting that the key is whether the workers' democratic supervisory rights are ensured.

During his stay, Wei visited a dozen local factories and held talks with employee representatives.
